You have to be assertive in the relationship with these dogs or you're going to have serious problems. Yes stop them, explain that he's in training, and walk them through any interaction you want to occur.

I definitely wouldn't let them just force their hands on him, grabbing his face or whatever. If you put yourself in his position all he sees are these strange people screeching & grabbing & touching him.

When I meet a new dog or puppy I hold out my hand & allow the pup to sniff. If he is reluctant of petting I retract my hand & allow him to approach me. I would never condone someone reaching out to pet a dog they don't know regardless of age.

i took my dog when he was a pup to a park (not even a dog park) just a place along a river. i took odie out of the truck and had him on leash and while i was getting some other stuff out of the truck a border collie/shepard (just my guess) came running up and attacked him. i just grabbed the other dog by the collar and threw it about 10 ft as my dog just rolled over. the dog came runinng back and i just stood in between them firmly holding my ground. if that dog tried to get by me again i would have kicked it but his owner by then came over and went on about how his dog is really friendly. pfff i gave him a lecture about havinbg a dog like that on a leash. but when it comes down to it i will protect my dog, specially when he is a friendly puppy. im 260 lbs and not scared of dogs at all and would never let my dog get injured by a poorly trained dog.

When I take my pups out in public and people rush them I tell them She is in training please let me introduce you to her. Because fast movements from unknown people can cause her to react badly.
