There's a lot here that nobody on a forum is qualified to address and it would be wrong for anyone to pretend otherwise. You really need to see a certified behaviorist, but I understand that's sometimes hard to do. I don't know exactly what you mean when you say you can't control him. The safest advice I can give you is to manage the situation. His life depends on you keeping him safe from himself. If you can't keep him away from other people and dogs, then he doesn't go by them. If you can't control him on a walk, then he doesn't go for a walk. He should never be put into a position where he can react and do harm to a person or another animal. And aversive/painful/punitive methods of training really tend to backfire with dogs like this. That's why you need a good behaviorist and a reward based trainer that works with a behaviorist. If he injures another person or another dog then that's on the humans that allowed him to be put in that situation. I know that sounds harsh, but sometimes truth is harsh.
