You're right the adult level is the correct amount, most people who feed puppy foods would follow the puppy guidelines which would have them feeding more food. TOTW is pretty low cal in general. Sorry I'm all over the place today, I'm trying to work on the dog food guide for here and my mind has a billion different ratios and dog foods running through it right now!

Calcium is definitely more important than the ratio. Calcium levels in foods fed to giant breed puppies should never be over 1.8% and ideally should be closer to 1.4-1.6%. You need enough calcium to even out the phosphorus. With too much phosphorus and not enough calcium causes calcium removal from the bones which leads to soft bones that break easily. Foods with higher protein, tend to have higher levels of calcium and/or phosphorus which is why the ratio is so important to keep everything evened out so that the pup doesn't grow too fast from excess calcium or have bones that are too soft from excess phosphorus.
