Puppy Classes and Parvo Shots

I have repeatedly read that puppies should not around other dogs until they are fully vaccinated from Parvo which is around 16 weeks.

But puppy kindergarten starts as early as 8 weeks sooooo I dont get it....

Are the puppies allowed to be around each other because they all have started the vaccine?

The classes I went through wouldn't let Junior enter until he had the vaccination. I don't mind leaning on the side of caution, so I didn't mind too much.

Some classes won't let you in until all the shots are done. I don't like to take them around too many strange dogs too early (until aft 2 of their shots at least) but we do puppy play dates with friends that have dogs/puppies so they are getting out and learning. I know where my dogs have been and what they have been into but can't be sure what other people are doing with their puppies so while with a working breed I think it is important to make sure they are getting out there and socialized with other dogs and puppies I don't do heavily populated dog areas until all shots are done. We start "formal" puppy classes after 16 weeks and by then they usually know most of the commands anyway but is another opportunity to learn :)

We started at 12 weeks after two rounds of the vaccine but no butt sniffing until all 3 are done
