Cockatiels are great birds for beginners. They are great at talking and whistling and super sweet. Green Cheek Conures are also great. It sort of depends on what you're looking for in terms of personality, noise levels, and size.
Quakers can be loud. Mine is pretty darn loud at times. He is hilarious though and talks a lot. Quakers have a lot of attitude. If you are looking for something more Quaker sized, but quieter and more laid back, you should look into Poicephalus Parrots( Senegals, Meyer's, Jardines). My Senegal is much quieter than my Quaker. He talks a lot too and makes more beeps and whistles than screams.
I have 2 Macaws. DON'T DO IT!! That is,,unless you like loud, messy, sometimes demanding, beautiful, playful, destructive, very intelligent birds that are like a 2 yr old all of their lives,,,and that's 50+ years!
