Male reacting to female on heat

At what age do make dogs start to react to a female on heat? Angus is 8 months old and has been whining and barking and pacing up and down the fence line for about a week and we couldn't work out what was wrong with him and then we found out today there is a woman on the street behind us with a husky on heat. Is this what he is reacting to?? What can I do to keep him calm?
