Do you find that Willa annoys Bea with the biting at the collar and neck? Max does this to the point that I have to stand outside when they go potty to prevent him from going into stalk mode. Basically he stands waiting for the lab to return up the little hill from doing business, he grabs him by the collar and drags him like he's taking him for a walk. He sometimes does this while we are walking on leash. He is so strong and big and the lab who has been bitten a few times in scuffles over food dislikes it very much. I am trying to deter it by distraction (Ian Dunbar--pull toy) and having success. Ordered a special only for times like this or walking and use around noisy dogs/scary things. Any advice or does Bea take care of business when she needs to? (She's a much different dog than my lab!)

Yes actually, but it's the other way round - Bea will grab Willa's collar and drag her around. She will stop it instantly when I call her on it (like at the end of this vid), or Willa will break free on her own. But I usually now have no collar on Willa when they're playing - just to prevent Willa getting bullied as she is completely non-reactive to anything Bea does to her, other than just pull away. With Bea's size and grip, that's sometimes not an easy thing for Willa to do.
