what sould the protein % be for a dry kibble food? I have heard that the protein levels really do not matter that much at all as long as the calcium and phos. levels are in range.

They don't matter. The myth that high protein is bad comes from the fact that many foods that have particularly high levels of protein also have high levels of calcium and ratios of calcium to phosphorus.

I posted this in another thread, but they discuss many of the "myths" associated with high protein diets in this paper.

Orijen is all about high protein (38% or higher), however, in many of their foods they incorporate enough deboned whole meats to bring the calcium and phosphorus levels back within acceptable guidelines. This adds protein without the minerals. Meat "meals" are actually a great source of protein when you're looking at an ingredients list, but they also contain alot of bones, cartilage, etc. Because of that, many high protein foods that rely solely on meat "meals" end up being way too high in calcium.
