The owner received a ticket. Big whoop. Our laws concerning animals are, by and large, just disgustingly inadequate.

They are. The rescue I got Elly from has opened my eyes to much of what allows puppy mills to continue. I just as soon not have the government regulating my life but apparently there are too many people with no appreciation for life and/or are too stupid to figure out something is wrong.

I don't think you do Facebook but do a google search for Dog by Dog documentary. Just the trailer is interesting and I think it will be a good educational piece on what people who care have to drive change in to stop the crazy.

YIKES!
Bad enough if the dog is enjoying the fresh air... but that dog obviously did NOT like it. :(

We had to put our first big dog (190lb rott/gsd/pyrn) in the back of our old pickup a few times when we had 3 people in the cab (no backseat)... he would curl up against the back window and not move... I hated having him back there. We bought our next truck with a backseat just for him. :)
