Maybe never. Some dogs do and some don't. Some half lift. Some alternate. Some girls lift their legs. In my dogs that do/did lift, it was between 1 and 3 years.

Gollom didnt until he was around 18 months though i used to say he was too lazy then he just started
I‘ve also noticed that seems to depend on the environment. For example, right next to a tree, he would lift his leg, while in grass or next to any other flat surface, he would not. That may be a very unique observation, not sure.
